Principals Retirement New Rules : ગુજરાતના શિક્ષણ વિભાગ (Education Department) દ્વારા પ્રાથમિક શિક્ષણ ક્ષેત્રે એક અત્યંત મહત્વનો અને વહીવટી સરળતા લાવતો નિર્ણય લેવામાં આવ્યો છે. અત્યાર સુધી માત્ર શિક્ષકોને મળતો ‘સત્રાંત નિવૃત્તિ’ (End of Session Retirement) નો લાભ હવે પ્રાથમિક શાળાના આચાર્યો (Primary School Principals) ને પણ આપવામાં આવશે. આ અંગે શિક્ષણ વિભાગ દ્વારા સત્તાવાર પરિપત્ર (Official Circular) જાહેર કરીને તમામ સંબંધિત કચેરીઓને જાણ કરવામાં આવી છે.
શું છે આ નવો નિર્ણય?
સામાન્ય રીતે સરકારી કર્મચારી જ્યારે વયમર્યાદાના કારણે નિવૃત્ત થાય, ત્યારે જે તે મહિનાની છેલ્લી તારીખે તેમણે ફરજ મુક્ત થવું પડતું હોય છે. જોકે, શિક્ષણમાં વર્ષોથી એવી પરંપરા છે કે જો શિક્ષકની નિવૃત્તિ ચાલુ શૈક્ષણિક સત્રની વચ્ચે આવતી હોય, તો વિદ્યાર્થીઓના અભ્યાસને નુકસાન ન થાય તે માટે તેમને સત્ર પૂર્ણ થાય ત્યાં સુધી ફરજ પર ચાલુ રાખવામાં આવે છે. અત્યાર સુધી આ નિયમનો લાભ માત્ર શિક્ષકોને જ મળતો હતો, પરંતુ હવે તેમાં સુધારો કરીને આચાર્યોનો પણ સમાવેશ કરવામાં આવ્યો છે.

પ્રાથમિક શાળાના મુખ્ય શિક્ષક (વર્ગ-૩) ની બઢતી માટેની ખાસ સ્પર્ધાત્મક પરીક્ષાના નિયમો (૨૦૨૬)
આ દસ્તાવેજ ગુજરાત સરકારના શિક્ષણ વિભાગ દ્વારા ૪ મે, ૨૦૨૬ ના રોજ બહાર પાડવામાં આવેલું સત્તાવાર જાહેરનામું (Notification) છે. તેમાં પ્રાથમિક શાળાઓમાં મુખ્ય શિક્ષક (Head Teacher – Class III) ના પદ પર બઢતી (પ્રમોશન) મેળવવા માટે લેવાતી ખાસ સ્પર્ધાત્મક પરીક્ષાના નિયમો અને અભ્યાસક્રમની વિગતો આપવામાં આવી છે. અહીં તેનો સરળ ગુજરાતીમાં સારાંશ નીચે મુજબ છે: ૧. સામાન્ય નિયમો અને પરીક્ષા પદ્ધતિ નિયમોનું નામ: આ નિયમો “મુખ્ય શિક્ષક (વર્ગ-૩), (ખાસ સ્પર્ધાત્મક પરીક્ષા) નિયમો, ૨૦૨૬” તરીકે ઓળખાશે. પરીક્ષા કોણ લેશે?: આ પરીક્ષા રાજ્ય પરીક્ષા બોર્ડ (State Examination Board – SEB), ગાંધીનગર દ્વારા લેવામાં આવશે. અરજી કરવાની રીત: લાયકાત ધરાવતા શિક્ષકોએ પરીક્ષા માટે માત્ર ઓનલાઇન અરજી કરવાની રહેશે. પરીક્ષાનું માળખું: પરીક્ષા માત્ર એક જ તબક્કાની (Single Stage) અને લેખિત હશે. પ્રશ્નપત્ર કુલ ૧૫૦ ગુણનું હશે અને તેમાં બહુવિકલ્પી પ્રશ્નો (MCQs) પૂછાશે. પરીક્ષા આપતી વખતે પુસ્તકોનો ઉપયોગ કરી શકાશે નહીં (Without books). પરીક્ષાનું માધ્યમ: પ્રશ્નપત્ર ગુજરાતી, અંગ્રેજી અથવા હિન્દી ભાષામાં હશે. ૨. પાસ થવા માટેના ધોરણો (Passing Standard) સામાન્ય કેટેગરી (General): પરીક્ષા પાસ કરવા માટે કુલ ગુણના ઓછામાં ઓછા ૪૦% ગુણ લાવવા ફરજિયાત છે. અનામત વર્ગ (SC/ST): અનુસૂચિત જાતિ (SC) અને અનુસૂચિત જનજાતિ (ST) ના ઉમેદવારો માટે પાસિંગ સ્ટાન્ડર્ડમાં ૫% ની છૂટછાટ આપવામાં આવી છે (એટલે કે તેમણે ૩૫% ગુણ લાવવાના રહેશે). ૩. શિસ્ત અને અન્ય નિયમો પ્રતિબંધ: પરીક્ષા ખંડમાં કોઈપણ પ્રકારના ઇલેક્ટ્રોનિક ઉપકરણો (જેવા કે મોબાઈલ, સ્માર્ટવોચ, કેલ્ક્યુલેટર, લેપટોપ) લઈ જવા પર સખત પ્રતિબંધ છે. ગેરરીતિ: જો કોઈ ઉમેદવાર ચોરી કરતા, ખોટા દસ્તાવેજો રજૂ કરતા કે અન્ય કોઈ ગેરરીતિ કરતા પકડાશે, તો તેની ઉમેદવારી રદ થશે અને શિક્ષાત્મક/ખાતાકીય પગલાં લેવામાં આવશે. મેરિટ અને નિમણૂક: પરીક્ષામાં પાસ થવું એ બઢતી માટેનો કોઈ કાનૂની હક નથી. મેરિટ લિસ્ટ પરીક્ષામાં મેળવેલા ગુણના આધારે બનશે અને ખાલી જગ્યાઓની સંખ્યા મુજબ મેરિટના આધારે જ બઢતી (પ્રમોશન) આપવામાં આવશે. ૪. અભ્યાસક્રમ (Syllabus – Appendix-A) પરીક્ષાનું પ્રશ્નપત્ર બે ભાગમાં વહેંચાયેલું છે. કુલ ગુણ ૧૫૦ છે. ભાગ-૧: સામાન્ય અભ્યાસક્રમ (General Syllabus) સમય: ૪૫ મિનિટ પ્રશ્નો: ૫૦ (MCQs) ગુણ: ૫૦ વિષયો: ૧. ભારત અને ગુજરાતની ભૂગોળ (ભૌતિક, આર્થિક, સામાજિક અને વસ્તી). ૨. ભારત અને ગુજરાતનો ઇતિહાસ. ૩. સામાન્ય માનસિક ક્ષમતા (રિઝનિંગ / મેન્ટલ એબિલિટી). ૪. ભારતીય બંધારણ: મૂળભૂત અધિકારો, ફરજો અને રાજનીતિના માર્ગદર્શક સિદ્ધાંતો. ૫. સામાન્ય વિજ્ઞાન, પર્યાવરણ અને ICT (માહિતી અને સંચાર ટેકનોલોજી). ૬. પ્રાદેશિક, રાષ્ટ્રીય અને આંતરરાષ્ટ્રીય કક્ષાના વર્તમાન પ્રવાહો (Current Affairs). ભાગ-૨: સંબંધિત વિષયોનો અભ્યાસક્રમ (Related Subjects) સમય: ૯૦ મિનિટ પ્રશ્નો: ૧૦૦ (MCQs) ગુણ: ૧૦૦ વિષયો: ૧. ગુજરાત પ્રાથમિક શિક્ષણ અધિનિયમ, ૧૯૪૭ અને નિયમો ૧૯૪૯. ૨. રાઇટ ટુ એજ્યુકેશન (RTE) એક્ટ, ૨૦૦૯ અને RTE નિયમો, ૨૦૧૨. ૩. રાષ્ટ્રીય શિક્ષણ નીતિ (NEP-2020). ૪. શિક્ષણ ક્ષેત્રે કામ કરતી સંસ્થાઓનું માળખું અને કાર્યો (NCERT, NIEPA, NCTE, CBSE વગેરે). ૫. પ્રાથમિક શિક્ષણને લગતી કેન્દ્ર અને રાજ્ય સરકારની વિવિધ યોજનાઓ. ૬. વહીવટી સંચાલન: શિક્ષણ કૌશલ્યો, ટેકનોલોજીનો ઉપયોગ, આચાર્યનું માનસિક સ્વાસ્થ્ય, નવીન પદ્ધતિઓનો અમલ, એક્શન રિસર્ચ (ક્રિયાત્મક સંશોધન), શાળા વ્યવસ્થાપન સમિતિ (SMC) અને શાળા નેતૃત્વ (School Leadership). ૭. પંચાયત સેવા (શિસ્ત અને અપીલ) નિયમો ૧૯૯૭, અને વર્તણૂક નિયમો ૧૯૯૮. ૮. ગુજરાત મુલ્કી સેવા (રજાના નિયમો – Leave Rules), ૨૦૦૨. ૯. શિક્ષણ વિભાગના પ્રવર્તમાન નિયમો, ઠરાવો અને નીતિઓ. ૧૦. માહિતીનો અધિકાર અધિનિયમ (RTI Act) – ૨૦૦૫. ૧૧. શાળા સલામતી નીતિ (School Safety Policy). ૧૨. બાળકોના રક્ષણ માટેના કાયદા: POCSO Act 2012 અને જુવેનાઇલ જસ્ટિસ એક્ટ 2015. ૧૩. પ્રાથમિક શાળામાં મુખ્ય શિક્ષકની ભૂમિકા અને જવાબદારીઓ. ૧૪. શિક્ષણ પદ્ધતિ (Pedagogy) અને તેને લગતા તાજેતરના નવીન પ્રયોગો.
ગુજરાત રાજ્યમાં શિક્ષણ ક્ષેત્રે કારકિર્દી બનાવવા ઇચ્છુક ઉમેદવારો માટે HTAT (Head Teacher Aptitude Test) ભરતી ખૂબ જ મહત્વપૂર્ણ માનવામાં આવે છે. દર વર્ષે હજારો ઉમેદવારો આ ભરતીની આતુરતાથી રાહ જોતા હોય છે. હવે HTAT ભરતીનું સિલેબસ ડિક્લેર થતા ઉમેદવારોમાં નવી ઉત્સુકતા જોવા મળી રહી છે. નવી ભરતી પ્રક્રિયા, પરીક્ષાનો પેટર્ન, વિષયવાર તૈયારી અને ગુણાંકન પદ્ધતિ અંગે માહિતી મેળવવી દરેક ઉમેદવાર માટે જરૂરી બની જાય છે.
HTAT ભરતી માત્ર નોકરી મેળવવાનો માર્ગ નથી, પરંતુ શૈક્ષણિક નેતૃત્વ અને શાળા વ્યવસ્થાપન ક્ષેત્રમાં આગળ વધવાની એક મોટી તક છે. સિલેબસ જાહેર થયા બાદ ઉમેદવારો હવે યોગ્ય આયોજન સાથે અભ્યાસ શરૂ કરી શકે છે.
