ગુજરાત સરકારના શિક્ષણ વિભાગ દ્વારા 19 સપ્ટેમ્બર 2025 ના રોજ હેડ ટીચર વર્ગ III ની ભરતી ના નિયમોમાં સુધારો કરતું એક જાહેરનામું બહાર પાડવામાં આવ્યું છે આ સુધારા હેડ ટીચર HEAD TEACHER વર્ગ ત્રણ ભરતી સુધારા નિયમો 2025 તરીકે ઓળખાશે અને તે સરકારી ગેજેટમાં પ્રકાશિત થયાની તારીખથી અમલમાં આવશે.
મુખ્ય સુધારાઓ અને તેનું અર્થઘટન :
ભરતી માટે નવો ગુણોત્તર રેશિયો
✅ સૌથી મોટો અને મહત્વનો ફેરફાર ભરતીના પ્રમાણમાં કરવામાં આવ્યો છે હવે એ ટીચરની નિમણૂક નીચે મુજબ ના 1:1:2 ના ગુણોત્તરમાં કરવામાં આવશે.
1 ભાગ: સિનિયર ના આધારે પ્રમોશન બઢતી દ્વારા
1 ભાગ :સીધી ભરતી ડાયરેક્ટ સિલેક્શન દ્વારા
2 ભાગ: ખાસ સ્પર્ધાત્મક પરીક્ષાના પરિણામના આધારે પ્રમોશન દ્વારા
✅ પ્રમોશન માટેની નવી પદ્ધતિ :
🔛 નિયમો એક નવી પદ્ધતિ ઉમેરવામાં આવી છે જે ખાસ સ્પર્ધાત્મક પરીક્ષા દ્વારા પ્રમોશનની છે
🔛 આ પરીક્ષા એવા શિક્ષકો આપી શકશે જેઓની નીચેની લાયકાત
➖ ડાયરેક્ટટુરેટ ઓફ પ્રાઈમરી એજ્યુકેશન હેઠળ પ્રાઇમરી અથવા અપર પ્રાઇમરી શિક્ષક તરીકે ઓછામાં ઓછો પાંચ વર્ષનો અનુભવ હોય.
➖ ગુજરાત સિવિલ સર્વિસીસ કોમ્પ્યુટર કોમ્પ્યુટર સી નિયમો 2006 મુજબ કોમ્પ્યુટરની જ્ઞાનની લાયકાત ની પરીક્ષા પાસ કરી હોય.
➖ સરકાર દ્વારા નિર્ધારિત નિયમો અનુસાર ખાસ સ્પર્ધાત્મક પરીક્ષા પાસ કરી હોય.
સિનિયોરિટી આધારિત પ્રમોશન માટેના માપદંડ:
🔗 જે પ્રમોશન સિનિયોરિટી ના આધારે આપવામાં આવશે તેના માટે ગુજરાત સિવિલ સર્વિસીસ વર્ગીકરણ અને ભરતી સામાન્ય નિયમો 1967 મુજબ “સારા” (GOOD ) બેન્ચમાર્ગને ધ્યાનમાં લેવામાં આવશે.

આ પરિપત્રનો મુખ્ય હેતુ (HTAT )હેડ ટીચરની ભરતી પ્રક્રિયામાં ફેરફાર કરવાનો છે. હવે કુલ ખાલી જગ્યાઓમાંથી 50% જગ્યાઓ બે ભાગ નવી ખાસ સ્પર્ધાત્મક પરીક્ષા દ્વારા પ્રમોશનથી ભરવામાં આવશે. બાકીની 25% જગ્યા એક ભાગ જગ્યાઓ સિન્યોરીટીના આધારે પ્રમોશનથી અને 25% એક ભાગ જગ્યાઓ સીધી ભરતીથી ભરવામાં આવશે. આ ફેરફારથી અનુભવી શિક્ષકોની પરીક્ષા દ્વારા ઝડપથી પ્રમોશન મેળવવાની તક મળશે.
જવાબ ➖ આ પરિપત્રનો મુખ્ય સાર એ છે કે હેડ ટીચર વર્ગ ત્રણ ની ભરતી ના નિયમો ફેરફાર કરવામાં આવ્યો છે હવે ભરતી માટે એક નવો ગુણોત્તર રેશિયો નક્કી કરવામાં આવે છે અને શિક્ષકોની પ્રમોશન માટે એક નવો વિકલ્પ ➖ ખાસ સ્પર્ધાત્મક પરીક્ષા આપવામાં આવ્યો છે
ભરતી માટેનો નવો ગુણોત્તર રેશિયો (1:1:2)એક એક બે શું છે અને તેનો અર્થ શું થાય?
➖ નવા નિયમ મુજબ હિટ ટીચર ની ખાલી જગ્યાઓ હવે 1:1:2 ના ગુણોત્તરમાં ભરવામાં આવશે આનો અર્થ એ છે કે જો કુલ 100 જગ્યાઓ ખાલી હોય તો તેનું વિભાજન આ પ્રમાણે થશે: 1 ભાગ એટલે કે 25% જગ્યાઓ – સિનિયોરીટી ના આધારે પ્રમોશન /બઢતી દ્વારા ભરવામાં આવશે ➡1 ભાગ એટલે કે25% જગ્યાઓ : સીધી ભરતી ડાયરેક્શન દ્વારા ભરવામાં આવશે. 2 ભાગ એટલે કે 50% જગ્યાઓ ખાસ સ્પર્ધાત્મક પરીક્ષાના પરિણામના આધારે ભરવામાં આવશે. આમ હવે અડધી જગ્યાઓ પરીક્ષા દ્વારા પ્રમોશનથી ભરાશે.
હું એક સિનિયર શિક્ષક છું સિનિયોરિટી થી થતા પ્રમોશન પર આની શું અસર થશે?
સિનિયોરિટી દ્વારા પ્રમોશન ની પ્રક્રિયા ચાલુ રહેશે પરંતુ હવે કુલ ખાલી જગ્યાઓમાંથી ફક્ત 25% જગ્યાઓ જ્યાં પદ્ધતિ ભરવામાં આવશે. વધુમાં સિનિયોરીટી દ્વારા પ્રમોશન માટે હવે ગુજરાત સિવિલ સર્વિસીસ નિયમો 1967 મુજબ સારો ગુડ બેન્ચ માર્ગ ધરાવતા કર્મચારીઓને ધ્યાનમાં લેવામાં આવશે. પહેલા આ માટે મેરીટ અને કાર્યક્ષમતા જેવા શબ્દોનો ઉપયોગ થતો હતો એની જગ્યાએ હવે વધુ સ્પષ્ટ માપદંડ નક્કી કરાયો છે.
